The Course of Superpower Arms Control Agreements

President Lyndon Johnson had initiated arms control talks with the Soviets in 1965, but the first successful limits on nuclear offensive and defensive systems were reached during the Nixon administration with the 1972 SALT I agreements. Defensive systems known as antiballistic missiles (ABMs) were limited to two sites per nation (reduced to one site in 1974) to ensure both sides’ vulnerability to nuclear retaliation, thus securing mutual assured destruction and deterrence. In addition, the number of offensive submarine-launched ballistic missiles (SLBMs)and fixed land-based intercontinental ballistic missiles (ICBMs) was frozen until 1977 (the freeze was later extended to 1980). During talks to produce these defensive and offensive arms control agreements, the United States and the Soviet Union were also at work on a new Nuclear Accidents Agreement that obliged both nations to improve safeguards to prevent an accidental launch of nuclear weapons. Signed in 1971, the accidents measures also included notification arrangements in case of an accidental launch. In 1973, the Nuclear War Prevention Agreement established further measures to help the superpowers avoid a nuclear exchange during international crises. The 1974 Threshold Nuclear Test Ban Treaty prohibited underground tests of weapons with yields above 150 kilotons but was not ratified, nor was the 1976 Peaceful Nuclear Explosions Treaty, intended to prohibit the peaceful use of nuclear explosions, such as in mining operations.

Superpower efforts to put caps on the types and quantity of offensive weapons continued with SALT II in 1979, which the U.S. Senate never ratified. Both superpowers abided by its limits (2,400 delivery vehicles; 1,320 MIRVed systems, with a sublimit of 1,200 MIRVed ICBMs; and a maximum of ten warheads on any ICBM) until 1986. By that time, new Strategic Arms Reduction Talks (START) were underway, this time involving the actual reduction of weapons, not simply setting caps on weapons increases. In 1987, the Nuclear Risk Reduction Centers (NRRCs) Agreement further enhanced communications facilities linking Moscow and Washington, and the Intermediate-Range Nuclear Forces (INF) Treaty was signed in Washington by Mikhail Gorbachev and Ronald Reagan. The INF Treaty provided for the elimination of all American and Soviet nuclear missiles with a range of 300 to 3,400 miles. The Soviets were obliged to destroy 1,752 missiles and the United States 859 missiles. Landmark on-site verification protocols accompanied the treaty, allowing twenty short-notice visits per side in the first five years, ten visits per side in the second five years, and five visits per side during the last three years of the treaty.

President George Bush (1989–1993) continued the arms control initiatives of his predecessor and successfully concluded an agreement with the Soviets on conventional forces in Europe and long-range nuclear weapons, but the collapse of the U.S.S.R. left open many questions about compliance and verification of the CFE and START agreements (see the next section, Status: U.S.-Russia Arms Control). As the 1990s unfolded, the Russians and Americans continued their dialogue on arms control in eight functional areas (see Table 6.3 for details). Arms control has become
